To have the 'haute couture' name there are some rules, the business itself must belong to the syndical chamber for haute couture in paris. This is regulated by the french department of industry and the business itself must be a french company. The companies must present two collections per year including 35 separate outfits for day and evening wear. They also have to employ at least 15 members!
Back in the 'golden age' after world war II, around 15,000 women wore couture, now around 2,000 women in the entire world buy couture. Although it is a very small market the companies make their money by selling perfumes, makeup, etc for an affordable price. Their selling the haute couture dream to somebody who dreams of it!
